Four cases of Swine Flu detected in East Siang

ITANAGAR, Aug 9: Four cases of Swine Flu have been detected at East Siang district according to a report by the Regional Medical Research Center, NE Region Indian Council of Medical Research (ICMR), Dibrugarh, Assam which was submitted to the District Medical Officer, East Siang on August 3 last.
A team of scientists from ICMR, Dibrugarh had earlier collected samples from Pasighat and adjoining areas and of the 35 swab/throat swab samples tested for Influenza A and Swine Flu H1N1, four were found positive.
Informing about the ICMR report, East Siang DMO, Mandip Perme said of the four confirmed cases, two were reported from Borguli and one each from Yagrung and Ruksin respectively. He however, said that there was no need for the people to panic as the said cases were not serious.
'Taking simple preventive measures, like maintaining hygiene, washing hands, avoid touching eyes and nose, besides mobile phones and laptops of other people, avoiding contact with persons suffering from cold, common cough etc. would be enough to help people avoid the disease', he informed, adding that those suffering from common cold and cough should get themselves tested at the earliest.
Stating that the team of scientists/virologist from ICMR, Dibrugarh is also going to present their report on the test conducted on another 37 patients next week, the DMO further informed that the Department of Health is closely monitoring the situation and there is no need to panic.
Kurung Kumey, parts of Kra Daadi remain cut off
PALIN, Aug 9: Kurung Kumey and Yangte, Tali, Pipsorang, Chambang, Gangte, and Tarak-
Road clearance work at Choba, around 19 km from Palin, the district headquarters of Kra Daadi is going on and the road is expected to be restored for traffic within a week.
Inspecting the blocked point, Kra Daadi Deputy Commissioner, Pige Ligu exhorted the BRO and GREF officials to undertake the restoration work and engage more workers and machineries for early restoration of the road.
He also appealed to the PRI leaders and public of Choba area to extend support and cooperation in maintenance of law and order in the work site.

Orgs demand arrest of Ojing Taying killers

ITANAGAR, Aug 9: Demanding justice for late Ojing Taying, various organisations came together for a peaceful rally on Wednesday and voiced their resentment against the Home Minister, Police Department and state government for their inability to apprehend the attackers of Ojing.
Father of the deceased, Jiten Taying, who has arrived with his entire family, said that he had met the Chief Minister and Home Minister in early July and was assured of speedy investigations, but no concrete action has been taken up yet.
The rally also saw the participation of Ojing's 82 year old grandmother, who had arrived with Jiten on Wednesday to the Capital.
The family pleaded to the Police Department and the state government to bring in a sketch artist at the earliest so that Ojing's cousin brother, Ojong Aje, who was with him on the night of the incident, could give a proper lead to the police in apprehending the attackers.
Further, the family had apprehensions that Mini Kaye, who was with Ojing and Aje on the night of the incident, may have details of the attackers, and asked the police to carry out proper investigations against her.
Aje also narrated the events of the night leading up to the attack on them and Ojing's subsequent death. He also said that he retains some memory of the faces of the attackers, but it would help if the sketch artist arrives sooner.

Attempted robbery at Doimukh SBI

DOIMUKH, Jul 9: Three masked men made an unsuccessful attempt at looting the State Bank of India, Doimukh branch on Tuesday after they failed to break open the vault.
Speaking to The Arunachal Times, Doimukh Police Station OC, B Tangjang informed that the staff of the bank informed the police of the attempted robbery in the morning after they reached the bank and found the vault damaged. According to the CCTV footage of the bank, three men entered the bank premises through the roof. One was wearing a helmet, while the two others were donning masks.
They attempted to break open the vault with a hammer for about 20 to 25 minutes and finally left after their efforts went futile.
The police have registered a case and investigations are on to nab the culprits, who are presumably young men.
Interestingly, the police station is practically a stone's throw away from the bank.
Domestic helper sexually harassed, police yet to arrest accused

ITANAGAR, Aug 9: An incident of sexual harassment has been reported from Bhalukpong in West Kameng district, wherein a teenage girl working as a domestic help was allegedly sexually harassed by her employee, one Tadak Niso.
The girl hailing from Bhairavkund, Udalguri, Assam was working at the house of the alleged accused for the past four years. Her parents had come to know about the crime after they took her back home and found her to be eight months pregnant. The girl's parents had then filed a case at Udalguri Police Station and a case has also been registered against Niso.
The Udalguri Superintendent of Police has informed The Arunachal Times that the incident was reported to the police in May this year. 'The girl's father lodged an FIR against one Tadak Niso, the employer, who the girl's parent supposed was a jawan of the Indian Army', the SP said, while adding that since the father did not know for sure the accused was really an Indian Army jawan, it has become difficult for the police to trace him.
The SP although said that communication has been made to the SSB, CRPF and the army heads posted at Bhalukpong, seeking their help in identifying the accused.
The accused has deactivated his phone's SIM card and probably changed his mobile number and address too, but the police are making all efforts to track him down soon', claimed the SP, and informed that the Udalguri unit police is presently coordinating with the Arunachal Pradesh Police to track down the accused and arrest him.
Candle light vigil by RGU students seeking justice for Migrik Lomi Karga
ITANAGAR, Aug 9: The students of Rajiv Gandhi University (RGU) organized a candle light vigil in memory of late Migrik Lomi Karga as well as to express solidarity with her family members this evening.
Migrik was brutally murdered in her rented apartment at Lekhi Village last month.
Rajiv Gandhi University Students' Union (RGUSU) General Secretary, Prem Taba strongly appealed to the law enforcing authority to nab the perpetrators of the crime by expediting the investigation process.
He demanded the Home Department to take responsibility of the case and award exemplary punishment to the murderer(s).
He also expressed concern over the prevailing law and order situation in the capital and demanded the government to ensure safety and security of ordinary people.
Advocate Mepe Ete, a relative of the deceased, appealed to the young and intellect students of the University to rise to the occasion and fight against crimes.
The students observed two minutes silence as mark of respect to late Migrik and prayed for eternal peace.
Later, the RGUSU and Galo Students' Union of RGU, the organizer of the programme, decided to submit a representation to the Home Minister and the IGP of Itanagar.
Ering approaches PM for sanctioning of AIIMS in Arunachal
NEW DELHI, Aug 9: Member of Parliament, Ninong Ering on Wednesday approached Prime Minister Narendra Modi for early sanctioning of an All India Institute of Medical Sciences (AIIMS) in Pasighat.
He met the Prime Minister in the Parliament House and submitted a letter, explaining the need for early establishment of an AIIMS in the state.
Ering urged the Prime Minister for sanctioning of the medical institute in line with his government's development policy of "Sabka Saath, Sabka Vikas".
The MP from Arunachal East Parliamentary Constituency informed the Prime Minister that the state still lacks advanced medical facilities, due to which the people have to travel a long way to other prominent cities like New Delhi, Chennai, Bangalore, etc for major medical treatment.
He also apprised the Prime Minister that land required for establishment of the proposed medical institute is readily available in Pasighat.
The MP also raised the issue in the Parliament recently and apprised the Minister for Health and Family Welfare of the need and urgency of an institution like AIIMS in Pasighat.
Pul's first death anniversary observed
HAWAI, Aug 9: The first death anniversary of former Chief Minister, late Kalikho Pul was observed in presence of family members, including MLA Dasanglu Pul, wife of Late Pul in Hawai.
The event was also attended by Minister, GoAP Mohesh Chai. To mark the one year anniversary, a badminton tournament and literary competition were organised by the family members of late Pul.

State govt continues to draw flak from APCC

PHED launches ‘Freedom from Open Defecation Week’
ITANAGAR, Aug 9: Marching to achieve the status of Open Defecation Free State by the end of this year, ‘Free from Open Defecation Week’ under Swachh Bharat Mission (Grameen) was launched in various districts on Wednesday.

At Tawang, the Swachhata Rath was flagged off by MLA Tsering Tashi at Lemberdung Bazar in presence of Panchayat and public leaders, officers and shopkeepers.
The MLA appealed to the gathering to cooperate with the PHE Department in execution of SBM (G) activities as Tawang is going to be declared as open defecation free district by the end of September 2017.

Watong selected as model village
HAWAI, Aug 9: Watong village has been selected to develop as Adarsh Gram (Model Village) under the Chief Minister's Model Village Scheme.
The selection was made after a threadbare discussion and at the suggestion of MLA Dasanglu Pul in a coordination meeting of the District Committee on Chief Minister's Adarsh Gram Yojana on August 7, informed Anjaw Deputy Commissioner, Mamata Riba.
Brief information about the existing assets and infrastructure requirement in the village were informed by respective departments. However, the proposals would be finalized at Gram Sabha to be finally approved by the District Committee.

PM Modi interacts with Chief Secretaries through video conferencing
ITANAGAR, Aug 9: Prime Minister of India, Narendra Modi on Wednesday interacted with all the chief secretaries, commissioners, secretaries and district collectors/ deputy commissioners of all the states and union territories through video conferencing, which coincided with the 75th anniversary of the Quit India Movement.

Dr Chai seeks achievement report of flagship progs in Anjaw

that falls under Right of Way to pave the way for construction of 4 lane highways
is praiseworthy. It will become easier for the highway authorities and capital district
administration to start the work for much awaited 4 lane with such kind of cooperation
from the denizens of capital complex. Every citizen of Itanagar should develop similar
attitude and become the partners in development. The Itanagar-
Inordinate delay caused by excessive compensation demand has made life miserable for the people of capital complex. The condition of NH 415 is deteriorating day by day. The recent monsoon has further caused more damage. Massive traffic jam is witnessed on regular interval due to pathetic condition of NH 415. The construction of 4 lane highway is expected to the ease traffic congestion and also improves the condition of NH 415. The citizens have set an inspiring example by dismantling structures falling under ROW on their own. Hopefully others will take cue and follow them. Over the year people of capital complex has acquired notoriety for obstructing major developmental projects. Green Field airport project is the best example. Due to bitter fight for site between people of Karsingsa and Hollongi the project got delayed for many years. Though Hollongi has been selected as the permanent site by the Airport Authority of India the project is still in limbo. People should become partner in development and not an obstacle.

murder, Kaur has not left the "battlefield". She continues her consistent fight to
ensure release of many more Sarabjits leading hell-
And now comes the punch line. The gallant lady talks for numerous Pakistanis also(who might have stepped into India through inadvertence just like Sarabjit's claim or sailed into Indian waters due to ignorance while fishing) who are lodged in Indian jails and fights for their release!
Just look at her magnanimity! Even after witnessing such unfathomable misery of his brother in Pakistan and Himalayan sufferings of the family, Kaur's heart cries for the Pakistani prisoners also lodged in Indian jails!
Since Kaur's mindset has reached the sky, she knows very well that the likes of Sarabjit are nothing but victims of the system or narrow parochial boundaries. Her liberalism saw to it that all Pakistanis cannot be painted in the same derogatory colour. Rather she has succeeded in viewing all as human beings by transcending all boundaries of nationality.
This is called humanity which needs to emulated by all persons in the globe. Hats
off to Dalbir Kaur -
Not to forget Awaise Seikh also -
So not nurturing of hatred and feelings of enemity, but one and only forwarding of hands of friendship hold the key of international peace.
Let the likes of Dalbir Kaur and Awais Seikh remain our inspiration.

A few suggestions on recruitment process of govt employees
Dear Editor,
Let’s consider Arunachal Pradesh as a Bus running on Central Government’s Fund. Government officials are like engine of the Bus, if engine does not perform well the Bus will not run smoothly. We should never use or replace engine parts with low quality and unreliable parts. Likewise government officials should be recruited based on qualification, talent and hard work, which is why various exam are conducted. High grade and reliable officials can only make Arunachal developed. Recruitment based on corruption not only create trust deficit on government mechanism, but also the recruited candidate take it granted for doing more corruption, it ultimately effects development of Arunachal Pradesh.
Recent bold step taken by CM in JE Recruitment Exam is well appreciated by all corners of society. The demand made by few vested interest people calling themselves representative of All Unemployed Engineers is pointless, instead of demanding one time age relaxation and action against RWD department for creating confusion, they are demanding for conducting of exam by department whose credibility is doubtful.
Regarding the cabinet’s decision to made all Group B and higher grade Post exam to be conducted by APPCS is much appreciated, but what about post like MTS, LDC and UDC and other lower grade post?
Nepotism and Corruption are rampant in all departments and in all districts in recruitment of lower posts. Post are auctioned or else reserve for officers and local leader’s relatives. Contingency or adhoc staffs are filled without interviews and examination and after some times to be found as regular staffs, whereas contractual staffs serving long enough under various schemes are struggling for job security.
The solution to mitigate rampant corruptions in recruitment of various post lies in conducting a common exam like SSC and Bank exams by APPSC or a Minimum Qualifying Exam for all post including technical posts. General public still has faith in APPCS despite scandals surrounded it in 2015 APPCS combined examination.
In all recruitment, including Engineering Dept, Forest Dept, APPCS Combine Exam and Department’s Clerical exams we see question on General Knowledge, English and Mathematics. Why there can’t be common exam of above subjects for all posts? The score of the exam can be use by Departments and other’s in recruitment process. This will have many benefits, some of which are.
1. It will check corruption and nepotism, as marks obtained will be available easily for cross comparison.
2. It will reduce burden on candidates applying and travelling for separate exams, as one has to prepare for only one exam.
3. It will reduce burden on APPCS and Departments in recruitment process in terms of time and monetary, as no separate exam is to be conducted for General Knowledge.
4. APPCS can focus more on professional knowledge of candidates.
5. It will be more transparent and accountable, as exam will be conducted by APPCS.
6. It will encourage students to excel in their academics.
The syllabus can be up to metric level, current affairs and computer knowledge. Since up to class x, we study common subject, Math, English, General Science, Social Studies.
A well prepared questions from class I to class X will be difficult to answer by many of our graduates and postgraduates students, like a quiz game came in television “KYA AAP PAANCHVI PASS SE TEZ HAIN”, where questions from primary level were difficult for many adult participants. Any candidate, technical or non technical, if are not good enough in basics is doubtful of delivering best in their profession. If a person is well informed and good in academic up to class x, with proper basic knowledge of computer, she/ he can do most of clerical works, we see many of our elders with class x pass only; can beat today’s graduate students in drafting and other paper works.
One of the reason for recent poor performance in CBSE by our students may be because of corruption prevailing in Arunachal Pradesh, as students are discouraged by notion that their hard earned certificates and academic knowledge be of no use since certificates and jobs can bought by money, as we have seen in recent fake Nurse recruitments, this makes youths of today’s to indulged in easy money making involving anti social activity. When the government system fails to perform justice in their duty, a decent man becomes antisocial.
Lastly, I want to say that moral of a society is best reflected by leaders they choose and a capable leader upholds the morality of society.

Don’t publish anonymous letters
Dear Editor,
Apropos to the letter in your paper that was published on 07/08/2017 by an anonymous frustrated candidate under head "An exam to remember", I would request the Editor not to publish an allegation against a department or a school or any other organisation and individual without publishing the name of the writer.
There was Exam Centre Superintendent in the school and a coordinator from the Cooperation Department.
If the frustrated candidate was so much disturbed by the atmosphere in the exam room and negligence of duties by the invigilators that has prompted him to make allegations in print and social media, he/she could have complained to the to the Exam in charge or the invigilators at the spot itself and wind up everything there.
At Govt HSS Ganga, the Exam incharged cancelled the answer scripts of two candidates and turned out one candidate from the exam centre for adopting unfair means. Under such efforts of entire machinery in the department, how can the candidate make a cheap assumption that the lapse in an exam centre might be because of sale of posts before conduct of examinations.
I would request the Editor not to publish any allegation written by an anonymous writer.
